The Bihar State Archives has its origins in the Civil Secretariat Record Room which was established with the formation of a separate province of Bihar & Orissa in 1912. Pursuant to the recommendations of the Indian Historical Records Commission, Government of India, New Delhi regarding the establishment of an Organized Central Records Office in each State, the Government of Bihar re-organised the Civil Secretariat Record Room and set up State Central Records Office (SCRO) with effect from 1st March, 1954, on the lines of National Archives of India, and to incorporate modern archival Principles in its functioning the S.C.R.O was further re-organised and given status of of Directorate in 1956 under the charge of Director of Aechives, Bihar, who functions as Head of Department under the administrative control of Political (General) Department now Cabinet Secretariat Department. In February, 1974 the nomenclature of State Central Records Office was changed to Bihar State Archives.

Thus the State Archives Directorate in Bihar has double function to perform:

It is an Archives (Repository of records) with such functions as accession and preservation of records as well as

A Government office carrying out certain duties in connection with current papers and records (such as supply of records to various departments of Government and their replacements, issuing certified copies of records to public also making the records available to bona fide researchers.)
